The confirmation chances of PQWL tickets are very less. As compared to other types of waiting list like RLWL and GNWL chances of PQWL getting confirmed is very low because RLWL and GNWL are given more priority.
PQWL stands for Pooled Quota Waiting List. It is a type of quota in waiting ticket in the Indian Railway reservation system which is issued to the passengers when there is no confirm ticket available in a particular train.

As in this article we are taking about confirmation chances so if we compare among PQWL, RLWL and GNWL confirmation chances then GNWL has highest chances to get confirmed, RLWL also have high chances of getting confirmed but less than GNWL and PQWL has very low probability of confirmation.
PQWL tickets are issued to those passengers who are booing ticket between two intermediate stations of a train while GNWL waiting tickets are issued to those passengers who are booking ticket from the source station to the destination station.
RLWL is better than PQWL because RLWL has more chances of confirmation as compared to PQWL.
You cannot change PQWL to GNWL once the ticket is booked.
However before booking the ticket if you are getting ticket in PQWL quota then try to book ticket from one or two station back and change your boarding station then you might get ticket in GNWL quota.

Yes you can travel with PQWL ticket only if it is booked offline through railway reservation counter.
If the ticket is booked online then in such case PQWL waiting tickets are cancelled automatically and it remains no longer valid for journey.
If you have valid train ticket booked from railway reservation counter then you are allowed with PQWL ticket but make sure that you will not be allotted any seat in such condition.
If ticket is booked online and it still remains in PQWL waiting list after the final chart has been prepared then in such condition PQWL tickets are cancelled automatically and your refund will be credited back to your account.
Otherwise if the ticket is booked offline from any Indian railway reservation counter then ticket will not be cancelled automatically. In such scenario you have to submit back your original ticket at any reservation counter before final chart preparation.
